For audio encoding, is it better to go to Q9450 or E8600?

Why don't you have a look and see if the software you're using supports more than 2 cores? If so, then surely quad is better.

Quad is better anyway because you can run instances on all 4 cores even if the software only supports one core.

Audacity is just a front end that allows you to manipulate various sound files, I think the actual multi threading will come down to the encoders that audacity uses, for instance audacity uses the mp3 encoder LAME.

But as someone else said, you could always just have 4 songs encoding at once on 4 cores rather than splitting the song across cores.

I would go the Quad route myself.
dBPowerAmp is multithreaded if that will do what you want.
