chmod and acl

hey guys, google isn't being much help but could anyone explain to me the difference between chmod and ACLs? i can't really understand what an Access Control List does that chmod can't - can anyone shine some light?
 
ACL's are Access Control Lists and can be applied to file or network objects and more.

chmod is just a utility to apply ACL's to objects in a file system.

One is a description of a process and the other is a tool to make the process happen
