Choice of two 7800X3D / 4090 systems

Hello,

First post seeking your advice. I have two builds for a high end gaming PC and I'd like your views on if one is notably superior to the other or whether there are particular drawbacks to either. They are both fundamentally the same (CPU and GPU) within c. £100 of each other.

The two are:

The second one is likely to be a better system, though the unspecified cooler and graphics card model makes it more awkward to tell.

On the face of it, option 2 has:
- A better cooler.
- Higher spec memory.
- TUF is one of the higher-end graphics card models (though haven't seen m/any 4090 roundups).
- Higher-end SSD.
