For £50 have a look at the Zalman Z9+. It comes with 4 x 120mm fans, 2 fans controllable with the inbuilt controller, fan filters on the front/bottom, digital reader for the inbuilt temperature sensor, and I also have a 10" graphics card installed with about another inch gap between the end of the card and the HDD cage.

For around £50 you can't ask for much more, and it's also pretty good for cooling. Add to that my Thermaltake Frio (big CPU cooler) also fits nicely behind the side window without problem. :)

z9 is practically a complete case, you wouldnt need to buy extra case fans/fan controllers etc.
and the frio is >16cm tall, so if you have a hsf that's <16cm, i wouldnt worry
