Luckily, fixing this problem is beyond simple:

In a new Chrome tab, paste the following into the address bar and then hit enter: chrome://flags/#disable-smooth-scrolling

Click the “Disable: link under “Smooth Scrolling”

Restart your browser

The problem with this solution is Google have said they will be removing it entirely in future versions. It will be impossible to turn smooth scroll off.
