Chrome dims when in fullscreen after installing new monitor?

Just installed a new HDR monitor and whenever I open Chrome to fullscreen it dims itself, when windowed it's a nice bright white but it's really dull when in fullscreen, any ideas? I'm 90% sure this didn't happen with my old monitor but maybe it did and my new monitor is just so bright that it is now more noticeable.

After a google serch I tried turning off Chromes hardware acceleration and also tried forcing Chromes color profile to sRGB but neither made any differnce.
 
Also worth noting that with HDR off in Windows settings I do not get the dimming issue, but then of course I don't get the benefit of HDR when gaming because with it switched off it does not switch back on when gaming.
 
Yeah I'm pretty there is a peak luminance an OLED panel can put out.....and that means you can't get the same single pixel brightness across the whole panel when displaying pure white, because every single pixel is firing at max output.

Shouldn't be an issue in real world use.

I never notice it on my 55 CX TV, and don't have an OLED monitor, but I'm pretty sure that's what you're seeing.

Yeah, it does sound like that's the "problem"

Win+alt+B is your friend, turn HDR on and off easily.

Windows is a bit poo in HDR anyway, so just keep it off when using windows and turn it back on when gaming.
Yeah, I don't particularly need Windows in HDR, I'll just forget to keep turning it on and off when gaming so figured I'd just leave it on. Interestingly that HDR shortcut does not seem to work for me.
