Chrome running badly windows 10 after updates

I fresh reinstalled windows pro 10 64bit from a 2016 usb version. Shortly after I installed chrome and it ran fine. I let windows do all its updates. Now chrome is running super slow. It opens but pages take ages to load or time out. I uninstalled and reinstalled, tried compatibility checker, disabled firewall but nothing fixes it. There are not addons installed. I have no other programs installed just a clean version of windows. It was fine until it ran the big update.

Can anyone offer help how to fix it?
 
Hmmm my Chrome latest version 73.0.3683.75 ran super fast fine and pages loaded instantly.

Try uninstall Chrome, open file explorer and navigate to C:\Program Files (x86)\Google and delete Chrome folder then navigate to C:\Users\username\AppData\Local\Google and delete Chrome folder. Reinstall Chrome and see if it will run super fast and pages load instantly.
 
Well I reinstalled windows and waited for all updates (this time I created a system image). I put chrome on first and it's still super slow. Sometimes I can get the google homepage to load and other times it times out. I played with firewall setting etc. renamed the chrome exe as a few youtube videos suggest.

Anyway I found chrome beta and installed that and it works fine.

EDIT: Scratch that. Chrome beta is better but still frequently times out.

EDIT2: It's definitely a Windows 10 CryptSvc issue. Restarting the service and chrome runs fine. Now to fix it.
