I might be going to Spain this Christmas and if I do I want to bring my friend a laptop. He needs one. With exchange rates being what they are I can buy one in Canada for 1/2 what I'd pay in Spain, so I want to buy it here. Cheapest laptops (and least likely to get viruses from ... you know...) as far as I know are Chromebooks, and I think they'd be perfect for him.

I have a couple of questions

1) Can I use a chromebook I bought in Canada on EU power if I use a non step up adapter (just a straight adapter)? This has worked for ipads/iphones/other laptops in the past.

2) Is there language selection in Chrome OS. Can I set it to Spanish? It's really critical. Bad enough that he won't have a spanish keyboard.

In regards to 1), I would imagine the non step up won't be an issue. Most AC adapters have an input range around 100-250v, so it'll work anywhere. Depending on what Chromebook it is and what power brick it has, you could even be lucky enough to fit a new fig-8 plug or other standard style AC power cable and not require an adapter.

As for second part, I cannot know for sure, but I would struggle to think that you couldn't change the language in the OS. I can only talk for Windows, iOS, OSX and Android, but all of those can change the languages. Couldn't imagine the CB would be any different.
 
My partner does a lot of writing in Spanish, we had to source what they call a 'country kit' for her laptop to make it usable for doing a lot of writing in a foreign language.
A country kit is basically a replacement keyboard, and sometimes includes an AC adapter. These will be available for most laptops on the market, and they aren't to difficult to fit, so worth a search on your favorite auction site for your chosen machine to see if it's feasible to get one of these.
