Chromecast Ultra Won't Stream HD

Anyone know how to resolve this? When I stream from YouTube on my phone to my Chromecast Ultra (and my other Chromecast 2nd Gen) it defaults to 480p and when I select 1080p nothing happens, it just stays at 480p.

Depending what your viewing it can be low RES due to licensing, I got a Google Pay movie for 99p and it was 1080p on phone but on TV is was 480p due to this and that was both in Google Player and YouTube.

Funny thing is previous it had been fine.
