I have a Cisco 857w and can't figure something out. Whenever it gets restarted and i go into SDM it tells me debugging is turned on. I run undebug all through telnet and it stops it happening. I've tried saving running config to file to save the settings i applied but it never seems to work. How can i implement the command into the config?

I dont know the device youre talking about really, but have you checked the configuation register? Its a hex value that defines the mode the router starts in.

The debug command is not part of the configuration so a reloaded router will have all debugging off.
Telnet into the router first when you restart it and enter show debug to prove this, then do it as you've posted above.
Do show debug before you enter undebug all to see what option has been enabled.
