People aren't cats, thinking otherwise is clearly a deficiency with enough clout to be recommended for a bit of alone time to contemplate that they arent a cat...
The only other way around this would be to have unisex staffed toilets with fully enclosed stalls, otherwise to please all the 'groups' without cries of prejudice it would probably take 4 or 5 differently labeled toilets and the costs would be astronomical.
Or just stalled toilets and maybe a small "urinal" room.

The obvious answer is to outlaw public toilets, showers and changing rooms so that nobody can feel uncomfortable or offended in one.
Or stop segregating them. If people grow up with desegregated facilities, they'd perceive that as normal and reasonable.
