is this a alternative to SimCity ?

Not really, it's more focused on setting up public transport networks than construction

I'm toying with buying it, noticed on the daily deal's thread that it's pretty cheap. Is it worth a play?

I played the first and enjoyed it. Basically the city is already built, you are in charge of building the transport system. It is surprisingly challenging. I wouldn't pay too much for it though - I picked it up in a steam sale.
