Clarification on traffic light situation at junction.

That looks to me like you could have 4 cars over the line when the lights turn red! If I was in the 3rd or 4th car I'd probably stop where I was.
 
There is no painted stop line in front of those second set of lights.

They are repeaters so you would continue past them on red if they were green when you crossed the line
 
In theory, the traffic you would come into conflict with should wait until you have made your turn before they move off turning right at the junction.

Of course that won't happen in reality.
 
One of those situations where driving a bit faster than the situation requires .....could....be the safest option. (Not always obviously)

Got one on my journey home from work where you could pass the light, then have to wait to turn. You can get stuck in limbo if your not careful and cars on the right pull out to go right. (Your in the way), you have to haul ass because that green arrow don't last long at all.

The amount of stationary vehicles that accelerate off from a green light in an attempt to hit you is alarming..

Green = Proceed if its clear and safe to do so
