Class 1 Drivers - Info Required

I was hoping someone on here may be able to point us in the right direction!

My friend is diabetic (insulin dependant) and he was refused a licence to drive Class 1 vehicles (HGV, he is allowed to drive up to 7.5 Tonnes) because of this.

He's currently in the process of putting together an appeal, but is looking for some rules/guidelines on the subject.

Does anyone have any links to govorning bodies etc?

I'm not surprised he can drive 7.5tonners, but not HGV's - 7.5 tonners are not regarded as HGV's as far as a Dr is concerned even though, technically they are and new drivers need an LGV C1 Licence, LGV C being an HGV category as such.

Drivers who have been banned from driving lorries because they suffer from diabetes have welcomed a move by the European Commission to start introducing individual assessments.

Despite there being no conclusive evidence that diabetics pose an increased risk of causing accidents, sufferers who take insulin injections have been prevented from getting behind the wheel of a truck.

However, a recent directive by the European Commission, that must be complied with by all member states within a year, overturns this prohibition. It states: "Consideration may be given to the issuing/renewal of Group 2 licences to drivers with diabetes mellitus."

The directive provides criteria for those on medication, as well as covering those who have had no severe hypoglycemic events in the previous 12 months, and adds: "In these cases, such licences should be issued subject to the opinion of a competent medical authority and to regular medical review, undertaken at intervals of not more than three years."
