is this anygood? I just started it now i have a 5850 and its still <30fps when its on full! is this just a bad engine?

whats the best setting to get fps but still look great ?

It does require a little bit of tweaking, i had my view distance set to lowest because the difference between max and min wasn't actually that much. That meant i could tone down object detail down a little. that gave a bit more fps.

Sun rays made the biggest difference though for me, turn them to a lower setting or off all together. Whilst they are very pretty it killed my performance, and even without them the lighting is still great. I'm sure i read somewhere as well that even if the rays weren't visible, like at night, the setting still had an impact on performance.

It's the weakest of the three games but its still good, just make sure you patch it up :p

Where is it doing 30fps? Right at the start, in the ClearSky base? If so, then that's the time of day when the sun rays are active, a graphical effect which kills performance; it literally halves performance on some hardware. Either set the 'Sun Ray' setting to low or turn it off completely, as the low setting looks pretty much identical to the high setting. Don't worry about the performance you get in this scene though, as it's probably the lowest performance you'll get throughout the whole game and not representative of performance in most other areas.

Next, do you have 'Anti-aliasing' enabled? The performance impact of AA is quite large in this game so either turn it down to 2xAA or off completely. With everything maxed and 4xAA enabled I got about 40fps with my 5870 in the more complex scenes and about 50fps average. Personally I just turned it off as the aliasing never really bothered me. Also if you have the 'Antialias A-tested Objects' setting turned on, you have no chance of getting good performance as it will anti-alias all the tree leaves, bushes, fences, etc. Definitely turn this off.

Finally turn on the 'Use dx10.1' setting as that gives a slight boost in performance.

Leave everything else at max settings though as the 5800 cards handle the stalker games with ease, played through the whole game on my 5870 on max settigns, 1680x1050/noAA with absolutely no performance issues, i.e. pretty much always above 60fps.

If you haven't tried overclocking your graphics card then you might find it worth it. Otherwise, as good as your card is I don't see it giving you 'good' fps in this game, not without lots of tweaking. Really wanted to run the stalker games with my 260gtx but it just couldn't put out enough frames.
