clickbait ads

Site 1 is zerohedge or something like that.

They have clickbait links to site 2 (eg weird trick this 80 bodybuilder knows etc etc).

Site 2 pays site 1 to show the clickbait links.

Site 2 presumably has product ads for a real product sold on site 3. Some people might click and actually buy something and money is made in the real world.

Why doesnt site 1 just show the product ads for site 3, instead of the paid clickbait of site 2?

I dont see how clickbait makes money... they have no valuable content or service that could stand on its own, they have to pay for traffic... offer nothing, yet they apparantly make money as middlemen somehow on the margin between what they pay for traffic and what they make in ad revenue?
