Is there a list online of the performance of CPUs per 100MHz so I can see how much I need to overclock my cpu to match a later cpu (theoretically)? Is it called clocks per cycle or something?

The clock for clock values vary based on software used. The best overall measurement imo is Cinebench 11.5 single threaded using recommended (not overclocked) memory:

Just use the turbo frequency in calcs.

i7 860 = 1.16 / 3.46 = 0.335
3570k = 1.6 / 3.8 = 0.421 = ~26% faster clock for clock

So does that mean, if my core clock was 26% higher than a 3570k, the performance would be equal.. theoretically?

There are too many variables and the laws of diminishing returns will apply as your overclock gets higher.

For gaming and general use tho, I personally found a 4ghz lynnfield was equal to a stock ivybridge.
