Clock Multiplier Changing

I cleared the CMOS on my mobo last night and I've just checked CPU-Z and for some reason the Clock Multiplier keeps changing from 6-9 but I know it is set to 9 in the BIOS.
Any suggestion to why this is happening??
 
what is does is when your computer isn't being used a lot, it droppes the multiplier, causing less voltage usuage, lower temps.

but as soon as its needed again it jumps back up.
 
the clock speed will drop with the multi,

if you are running 400 fsb

10x = 4000mhz
9x = 3600mhz
8x = 3200mhz
7x = 2800mhz

fsb stays the same but the clock speed changes
 
Don't find it of much use on desktop pcs tbh, doubt its a significant saving on power for significant savings on the electric bill :D
