On my S21 you have to go do the following: Settings > Lock Screen, there is then a pair of screen layouts (one called lock screen, the other called widgets), assuming you are not using the widgets one you can then press edit in that screen perimeter which will show you the locks reen layout at about 80%, if you then tap the clock it offers you different clock layouts and a simple colour pallet

Ah, looked like the clock settings on my old phone's lock screenno mate that's the lock screen... I'm on about the home screen if you know what I mean

Text colours there are driven by the background colour. I think the app "Theme Park" from the Galaxy store is supposed to be for tuning colours but again I think its an everywhere accessibility setting; but I haven't tried it myself.
