Clock speed not going down at idle

I've noticed that according to CPU-Z my cpu core clock speed is 4000 Mhz even at 1% usage.
Shouldn't it throttle down when it's not being used to save power?
Will it reduce the life span of the cpu?
I haven't overclocked the cpu but I have set the RAM to an XMP. Could that be causing the clocks to stay high?
I've tried changing the windows power profiles but it stays the same.

If it's not doing any harm then I'll just leave it.
 
Check the minimum cpu % under the windows power settings / advanced settings. Set it to 5%
 
Speedstep enabled in bios? Also if you set the memory speed, timings and voltages manually does it do the same?

(on windows 10) I only see processor power management - system cooling policy - active/passive option.

I thought about doing that. I'll give it a go.
 
Seems to be loads of this going recently, I'm guessing that Asus software messes with your power settings, I would change the power profile to balanced then hit change plan settings and restore to default. Maybe the Asus software is hiding the settings from ya.
 
Do you have an SSD? I know Samsung Magician software messes with power settings with its OS Optimization.

I have an SSD but it's not a Samsung (I don't think). Could be that.

Changing to balanced + default didn't help.
Could be Asus software that's causing it but I only installed the drivers and not the optional extra software because I had a problem with the windows 10 compatibility (this was when I'd just upgraded to windows 10 so it might work now that I've done a clean install).
 
ARe you using adaptive voltage ? also if using cpu-z to check it leave it a full minute or so it can take 60 seconds to update

I'm not sure I'll have to check. I'll leave it for a couple of minutes to be sure. Voltage at idle - 1.232

I've changed the bios ram settings from XMP to auto but it hasn't changed the idle clock speed.

Edit.
Just turned on adaptive voltage. Voltage now 1.104 V. Core clock still the same.

It's fine it certainly won't degrade your CPU to run stock.

Check speed step and c states enabled on BIOS and power profile under windows it's that easy. Although makes zero difference at all.
