Clock speed running below "target" value.

Hi, I just overclocked my AMD X6 1090T to 3.9. However, when I'm using my PC I find that the clock speed jumps from as low as 900 (at 3.9 target) upto 3.9 itself. Is there a way to have it running at 3.9 permanently? And is it ok to do so?

Thanks for such quick replies. I can't seem to find anything in my bios which would allow me to disable it. My mobo is Gigabyte 870AUD3 if that helps....

I have another quick question. Im trying to overclock said CPU to 4.1, but can't seem to get it going stable, I keep getting shutdowns etc. I upped the voltage to 1.6 and 1.7 and still no results. I am pretty novice at this and have been going through the BIOS. I tried using amd overdrive but I don't understand it haha. Cheers.
