Clock Speed Stuck at Overclocked Levels

Hello! I have a 9900k and an MSI z390 board, I have managed to get the cpu overclocked stable at 5ghz at 1.29v. However with my old z370 board an my 8700k it used to downclock itself assuming power saving mode or balanced mode in windows when the CPU was idle. This doesn't seem to happen since I have got my 9900k and I can only assume it is a specific bios setting?

Is anyone familar with the bios setting needed to let the CPU throttle itself when not under load?
