Contrary to what others say, I would conject that that is possible (if unlikely) if using a heatpipe cooler. A heatpipe is pretty much a passive phasechange loop. And folks also forget the fan subjects the heatsink to windchill.
They do look a bit hectic though.
My 5600 @ stock under an Asus SilentKnight II idles at 25-28ish.
