Clone SSD - With both drives connected via USB adapters?

I have 2 sata SSD 2.5" and one that I'd like to clone to another.

Can I connect them both up to my laptop via sata to usb adapters and get Macrium Reflect to clone one to another?

Or does the primary drive have to be running live with windows?

Macrium will clone 1:1 however the drives are connected. Just connect, load Macrium, click source drive, click clone, select destination.

You may have to then connect up the newly cloned drive afterwards and expand the partition to fill the rest of the space if the destination drive is bigger. Easily done in Disk Management with a few clicks.
