closing a connection

for the last 3 or 4 days ive had a connection that shows up on netstat that i have no idea what it is, and its constantly there, even when the only programs im running is IRC. So what i would like to know, is if its possible to force a connection to stop.

The connection i want to try to stop shows up as fin_wait_1 on netstat (so im guessing whatever used that connection is finished, so i dont understand why its still there, so i just want to get rid of it), and a netstat -b shows that is run by [system] but i dont see any unusual system processes that may be causing it on task manager.

i know i could proberly do a restart and that would end any connections, but a restart isnt an option at the moment, which is why i was looking for a command, or some program to shut down a connection.
