Depends on whether they are offering public or private cloud solutions. For the former then quite possibly yes but for the latter then they are probably running a dedicated cloud infrastructure in their own data centres.

At the end of the day all "cloud" is is some form of platform, usually virtualised (VMWare (inc VCloud), KVM, Hyper-V, etc) with on demand provisioning and usage reporting for billing.

Quite often seeing VBlocks being used for commercial cloud offerings.

That would be painful. Have you seen Azure's SLA's and costs? Also the performance, I wouldn't even know how to set the customer's expectations. (Hosting)Company I work for, we just jam as many dedi's across as many esxi hosts across as many datacentres as we can afford.

Haven't looked at Amazon properly yet.

What size business are you querying about? (yes I've seen businesses with 2 users and a single 1gb database want a 'Cloud' solution, usually for the managed side of things, whilst big businesses want it for redundancy and because they don't need to worry about the backups side of things, where do you stick TB's of backup data?)

Yes a lot of cloud based offerings out there run on some of the big name cloud systems such as AWS, Azure and Softlayer to name a few.
 
It depends on the company. For example a lot of IT companies run cloud solutions for their customers. One word of warning is to understand where the data is hosted as you want to avoid those based in the USA if you want your data secure from the US government.

I understand from reseraching that the easiest way is to just wholesale space from one of the bigger providers ?
 
Well that means you're not trying to build your own infrastructure which would be expensive.

However, uou'll need to be looking at things like SLAs from the provider and how they will influence what you offer to your customers. Azure and AWS have both been impacted by large scale outages in the past. If that happens, your customer is, most likely, going to be chasing you...
 
Office 365 is always a fair bet for resale. Ideal for most small business who that do not have infrastructure.

I would say that you couldn't go far wrong skilling up on that as it scales nicely
