Cmd/Regedit crashes Explorer and re-directs

Hi guys

Trying to fix my cousins PC and have come a bit stuck. The issue is re-directs and cmd/regedit (and probably other apps) causes explorer to restart and obviously the programs don't start.

Hosts file had 94.247.2.216 for google/yahoo and even if I take that out I still get re-directs.

I've run:
Smitfraud fix (search found nothing)
Malwarebytes
Superantispyware
Spybot
Rootkit Revealer
Checked startup
Sfc /scannow

I can't run combofix because it's CMD based...

Safe mode acts exactly the same.

Any ideas? Was going to try one of those online scanners just for the lols.

Are you running it from "run"? Hvae you checked and see if it works from the .exe its self?

Yep, tried both ways.

Installed and performed a full scan with nod32, same thing.

Also run Spyware doctor, found a few bits but issue is still there.

Think i've fresh out of ideas now.
