He means you can import the Asian release of CoD3 for example at www.play-asia.com for 25 quid and play it on your PAL xbox 360.
When a game is region locked it means that for example you can only play the Asian release of a game on a Asian release console, etc, when a game is region free you are able to play it on the console from whatever region.
