Are Cod 4 Hackers. A problem? Do you notice a lot of this going on ?

There are hackers in every single game out there.
I don't think it's too bad though. Other than the rare occasion, I never notice them.

He's correct, you hardly notice them on COD 4. A lot less than any other major games I would say in my experiences.
I think you're exaggerating.
I have noticed aimbot losers a few times, the aimbot even advertised for it's kills lol eg.. xxx has killed yyy from zzz metres. Or simply a person that doesn't move from spawn yet kills everyone in sight when they move around the corner ( in the kill cam you see his aim following the player exactly then back to it's exact original position in fractions of a sec) .
Most of the times, it are ****ing retarded idiots who shout wallhacker/cheater at people when they can't stand getting killed. I've actually stopped playing the game as the fun is gone for me when people call me a wallhacker when they get owned
. Every time I start theres one ****er who shouts cheater/wallhacker/nub/noob within 2 hours of gettign into the game again, it's ****ing me off really 
.Hence I barely play it now, if the game had a decent anti cheat system ( like VAC) and people believed it worked then I wouldn't have to deal with the crap ingame.

Nowhere near as many hackers then Css has. You always get the brand new steam id's playing like pro's and are just blatantly obvious that they are hacking, and I have played for a long time and can tell. Been playing CoD4 quite a lot lately and haven't noticed any hackers at all, not to say that there aren't any though.

The game is good I never said otherwise, but need good servers because a lot of the players are complete retards
.I haven't found any to my liking yet:
Europe based for good pings, 26 players tops, killcam enabled, no moaning about any of the game features like martyr or tubes ( so a server that allows using em), punkbuster enabled, non hardcore, all maps, either TDM or domination and mature players.

Which in reality is stupidly frustrating in almost any game. Even the best servers in CS:S i found anyone good was constantly accused and there were certainly cheaters who came in, yes a decent server will have an admin who can ban the obvious cheaters, its the less obvious cheaters which are abundant in online gaming. Too many people know each other, too many people use 3rd party chat software and when dead and looking around tell everyone else or just a friend, where someone is and where to go.
I joined about 5 "top" clans in CS:S and left promptly as each and every one "ghosted" in every single game, it did my head in, its simply not fun to play by cheating, it takes away all the satisfaction of being good, you get a high number of kills but, you cheated, the number means nothing.
Meh, either way COD 4 is far to easy, boring, too fast and like so many others it didn't hold my interest for more than a day or two. Single player is awesome, multiplayer is too ridiculous.

I can play virtually everyday & find hackers in COD4 & it don't take long to work out who the AIMBOT users are, but then i leave that server at the next round.
The biggest give away is the killing speed & head shots & when they can keep head shooting you through smoke when possible line of sight would have been less then a second.

The real problem, as has already been mentioned, is people complaining and making ridiculous accusations of hacking because they got killed.
I'm also always annoyed at people who don't actually play the game properly. This is most obvious in HQ mode: at least half the team will not play to capture/defend the HQ, but simply to inflate their own kill/death ratio. It never used to be a problem on COD1...
