Although not the same game, when I am playing Borderlands I get choppy frame rates too, like you are experiencing. Its still very playable but its getting a little tedious turning the mouse and seeing the frames skip to 60 then to turn round again and it a bit shaky at 30. I've also tried turning off cat a.i. to see if it helps and I'm not sure yet that it has. Does this in quite a few games, doubt I'd be cpu limited either.
Edit : Just found out my solution but don't know if it will help you dmxdex2020...can you turn off dynamic shadows or reduce a shadows option. Unfortunately I've had to turn this off, hasn't made much of a visual impact thankfully, my fps are now 60 fps, give or take a frame or three, all the time. It probably will be a case of just tweaking one setting then trying the game and so on until you can make a satisfactory compromise. Nevertheless, with a decent rig I feel I should be able to max this out, maybe I wouldn't have this problem if it were an nvidia card, I really don't know.
