Where do i download them from on PS3? Do they cost?

They're exclusive to 360 for 3 weeks so wont be out for PS3 towards the end of April.

No clue, just read on Xbox.com they are exclusive for 21 days

I wouldnt think so, they was a bit later to Sony that Microsoft for approval according to IW(or who ever), and as the PSN store is being revamped, theres no new content till at least the 17th April. Possibly with that and the extra stuff coming to the Store then, there would be no time for approval until after the store is ready.

or sony would just release them the day after and make ms look silly
