Cold boot issue

The past couple of days I've had a weird issue with my system booting from cold. It will boot up all the way to the windows screen, and I can still move the mouse but nothing else wants to respond. A reset fixes the problem every time. The system is a few years old now, I use just 8gb ram, 2 sticks of 4. I've never ran into this problem and although I'm thinking ram issues I would like to know what you guys think. The system has excellent airflow and there's no heat issues. Cheers for any helpful advice ;)

Is it just the keyboard that stops working or all USB devices? Occasionally my keyboard will stop working on boot but after a quick reseat it springs back into life.

Are your keyboard and mouse plugged into the same USB controller?
 
Everything stops working other than the mouse. My keyboard and mouse are both plugged into my tower.

Edit - Not quite sure why but it seems to have stopped doing it ???

Quick update on the issue, it has continued to do the same, but it does not do it in safe mode. When it does freeze the desktop it stops me from accessing anything other than moving the cursor, the bar at the bottom changes to default rather than the aero glass one i have on. So the mouse is fully usable to move around the desktop, but unable to access anything. Now im no expert but could i be right in saying, this might be down to a capacitor that needs time to heat up?... That actually might make no sense.
Or could this be software related? any other ideas would be great guys, its pretty annoying to say the least.

Edit - Just updating to the latest WHQL nvidia driver incase it's that. Maybe the last one had a problem.

how far did you go with dram voltage?

anything from 1.5-1.65v even if its 1.5v rated just to test and see if it cures it
 
Mate, first rule is to check all components at stock speed just to avoid o/c-related issues, like CPU degradation and undervolting (for example). If your BIOS revision is the latest - does it (problem) show up with "default" settings ? Second thing is about your SSD's FW - is it the latest as well (and does it have 20% of free space on it) ?

Im not quite sure why, but it seems to have stopped again. I did try earlier with everything on stock and it still froze. I tried much higher volts also last night without any luck. I have one of the newer bios, and that shows no issues. Plenty of space on ssd and its updated firmware. Ill see how it goes, very odd that it does it sometimes ,and not other times. PCs for you lol
