Cold boot troubles?

Usually when I turn on my PC it starts up normally as would be expected, however in really cold weather (when my room feels physically freezing) when I turn on the PC it powers on for a moment, shows an F error on Dr. Debug (not sure which one, F2 perhaps?), then it shuts off, turns back on again, and hangs on a 70 error. If I leave it for a few seconds (presumably to warm up) and then hard reset, it boots up fine.
 
The RAM is running at the stock settings. 1600MHz, 9-9-9-24 (or 10-10-10-27, can't remember which right now), 1.5v
