combine two partitions?

is there a way i can combine a partition thats in use with an empty partition without to much risk? if so how

Partition Magic 8 will do what you want.
Ranish Partition Manager would probably also do this, but its an insanely complicated DOS proggie, & would probably want to be run from a boot floppy.
