Command Line Audio Conversion

Hi There,

Wondering if you can help me. I'm looking for a command line tool which is able to convert the attached compressed wav files (CCITT A-Law) to mp3's. I've tried using the latest lame but all I get is an 'SSsssssssssssssssss'. They convert ok with iTunes, but I really need a command line tool. Anyone know of anything?
