I read that this chipset only runs mem at 2T, is this true? Reason I ask, is I noticed my P5B Deluxe doesn't have a Command Rate setting in the bios (1004 latest).

I mate

I have the same board
I´m using bios 910
and that is correct you do not have command rate option on this board

if you run CPU-Z you see where is the command rate , is blank

still, for me this board is one of the best for overclocking,
i can do more than 500fsb easily( with some tweaking of course)

I'm not sure but I thought Intel chipset boards rarely have the command rate option and default to 2T.

cheers

Nvidia based MOBOs allow you to adjust command rate. Recently, ABIT tried to enable the option to adjust command rate on 965 chipsets on their 965 Quad board but, it was faulty in the bios. I have never seen any other Intel based chipset offering allow Command Rate adjustment. I don't think it will be an effective option for Intel platforms until Intel gets the memory controller on the CPU.
