It's been a while since I've looked at buying new ram does a 1T command rate still make a significant difference with DDR3, it made a huge difference in my old system with 2GB DDR. Is it worth paying the extra to get 1T or does the higher clock speed of the ram cancel any difference out in real world terms?
 
Well a higher clock speed would somewhat increase the command rate, however, if you can get it hight enough you should get a lot more performance from the increased clock speed than you would from having significantly low timings.

Theoretically anyways. You don't need to bother so much with timings these days on memory, and besides CMD is the least significant in most cases, we generally look more at the CL (CAS) and tRCD (RAS to CAS delay).

They can also be changed in the BIOS regardless of your current clock speed, so you may still be able to get a higher clock speed and low latency and keep it all stable.
