Can anybody explain to me why my Command Rate in CPU-Z under the "Memory" tab is 1T whilst under the SPD tab (for each RAM stick) it's 2T? Should this be the case?
 
1T is faster than 2T. Most Ram is rated at 2T hence 2T in SPD.

If it is stable at 1T leave it as it is.

Command Rate 1T is substantially faster in performance that 1T. If your system is stable with 1T enabled leave it as is for the free boost.
