Community speed check

I was just out giving the bike a bit of a run as its not used much these days, I was coming back down a lane which goes NSL, 40 (for all of 300 yeards) then its a 30, just as i got into the 30 zone I noticed the sign telling me its a 30 limit and that there was a community team recording my speed. Can these people actually do anything in terms of points etc to me? I was just using the engine to slow me down from 60 so was a bit over the 30 limit but i could have only been doing 40 tops when they zapped me.

Just need a bit of reassurance thats all
 
All I thought this type of group did was record the details and then pass the info onto the Police.

I remember watching the local news reporting all the Police do is write to the keeper saying they were going a bit fast. It came to nothing more than a gentle reminder.
