Compact camera advice

So I've been asked to recommend a new camera for someone and their requirements were as follows:
- Able to blur the background
- Compact
- Good zoom

My understanding is at the moment, I could only fulfil 2/3 in any non- interchangeable camera but thought others might be able to suggest a compact zoom that has a bright lens on it?


Otherwise my current recommendation would probably be to forego the big zoom and look at the LX100 / RX100 3 / G7 X / a Fuji.
 
Even a phone camera can blur the background if you get close to the subject, the question is what sort of subjects will they be shooting?
 
Post processing is a no go. Got to be straight out the camera.

I've got a m43 with the 20mm Panasonic lens that they like the photos from so that's the sort of DoF I'm looking at.

Any compact zooms even come close?
