You would get away with a good 450W PSU.

I have changed to 650PSU, Corsair RAM and an asus maximus ranger

I think you can save money in areas that are a bit ott, such as the motherboard, cooler, case.

I would look at the Antec P100 case.

Noctua U14S will be quieter than the H80i

Swap the board for something like the Gigabyte Z97-Hd3

Monitor is 1440p and 10-bit colour, though it is glossy so if he sits by a big window, best not.

16GB of RAM is advised for CAD work.

The P100 is a fine case.

450W is MORE than enough.

The Themis EVO is a stunning cooler for OCing and low temps/noise.
