Compensating for Polariser Filter?

Heya

Went shooting yesturday with my new Jessops own brand Circular Polariser Filter but a lot of the shots were dark, very dark. How can I compensate for this?

Most of the shots were of high contrasting landscape shots - with a p. filter what is best? - expose for ground or sky or average?
