Complete HTML management?

Hiya,
Looking as such for your experiences & reccomendations for a complete HTML management interface on my server/ DL box. As such, I can do most of the stuff I want to do through SSH, but I'm looking to set up a full HTML based interface for outside access. Its running Mandriva 2007 with a highly customised kernel (My usual choice for machines which need to be low maintence), plus a few custom bits.
This is what the box does/ I want it to do:
1. Backs up a specified folder on my main machine after it boots. I haven't actually automated this task yet, but I'm assuming I can do this with a login script on the main machine calling a second on the server?
2. Other backup/ storage functions. I want a full HTML upload/ download system, so that I can backup & access from other locations.
3. Runs torrent downloads. I'm assuming this can be done externally with Azureus & the swing web interface, unless anyone has a better idea? I also need to be able to setup a start/ shutdown script for this to be called from the primary interface.
4. Runs emule downloads. Again using the official client/ HTML interface? I also need to be able to setup a start/ shutdown script for this to be called from the primary interface.
5. Ability to be used as a HTML/ PHP based testbed for various stuff.
6. Monitoring of diskspace/ traffic/ cpu.

Thoughts please?
