Compressing Multiple Pictures

I have a folder with around 70 pics, ranging from 2mb-4mb per file. I need to send it in a zip file and email it but not having much luck with compression software. Winrar managed to go from 117Mb (all pics) to a 117Mb file, 7Zip @ Ultra compression managed a 116Mb file.

Is worth trying zip programs or is there a program that can downscale/re-size pictures (in a batch)?
 
If they're jpeg files then they're already compressed, so zipping them won't really make much difference.

The best way to reduce their file size is to resize them, you can easily batch this with Photoshop to do them all in one go.
 
Been stupid, how do I do it in Photoshop. Know how to re-size but I don't know how to do all 70? Do I open all of them at once and then re-size (once I figure how to select all)?

Once you've setup the initial action you can use it over and over again.

Just done that but over 20 images came up with this error
