Computer boots, then shuts off, then restarts...but left with blank screen

As what the title says, i've been having this issue for about a week now and i can't seem to figure out whats causing the issue.

Basically when i start my computer, it would start up just before post, but would then shut off, it would then restart itself but am then left with a blank screen with no beeps or anything.
I have checked all the internal components, everything is running fine; cpu fan, graphics card, hardrive, power supply case fan etc.

I practically tried everything that i could think of to narrow the problem; disconnecting all usb devices, graphics card, checking one ram stick at a time, replace the cpu thermal compound with new paste and ensuring it is seated properly.

The funny thing is on rare occasions, the computer would boot fine and would run the whole day without any problems, but this would happen about 1/40 attempts and at the moment i had managed to get my computer to boot up which took me almost an hour or so.

I have also realised that when the computer does boot, i get an error message during post saying "overclocking failed" and that i need to go to bios settings and reconfigure it, but the strange thing is ever since this issue, i had disabled overclocking my cpu and set it to stock speed but still get the error message.

I would be grateful if anyone can help me out out here as i'm totally out of ideas..
 
Maybe GPU is not getting power sometimes, but sometimes not, like a surge of power, and a thin amount of power?
 
Ok for some reason now my computer seems to boot fine now, but i'm not sure if thats because i set my bios settings to default because initially when it was set to default the problem was still there.

It has also come to my attention that while i was adding new thermal paste on my cpu, one of the four push pins doesn't seem to hold into place. everytime when i try to push it in, it comes out again. It seems like the clip that holds the pin inside the motherboard must have broken off and has cause the pin to come out.

I went to check the tempreature of the cpu using realtemp and at the moment it's running at 40-42C which is pretty high considering it is running at stock speed.

Will have to buy a new cpu cooler first thing in the morning :(
