Computer can't keep accurate time

It started some time ago and I have ignored it, but now it just plain annoys me way too much to ignore further.

My computer constantly loses time. I've replaced the motherboard battery and even reinstall Windows 8.

Windows 8 Pro
Asrock Z77 Extreme 6
Core i5 (not overclocked)

Anyone seen this before and know a fix? I only replaced the motherboard about 6 months ago.
 
Click the button to manually synchronize it. Right click the clock > adjust date / time > internet time tab > change settings button > update now

That is what i constantly have open and click, once the PC has been on long enough eventually it can keep time.
 
Thanks guys, I don't believe it to be a Windows 8 issue - I completely reinstalled at the weekend for another reason and still have the trouble. And going straight into BIOS shows that it is simply has the shutdown time before even hitting the OS.
