Computer completely busted, need advice

So I took my computer to a local repair shop and they said the water cooling has leaked over everything.

The question is do I buy a cheap budget computer now and upgrade to a better one relatively quickly or go all in on a desktop designed to last more than 5 years? I'm aware the if I buy now I'll be missing out on DDR5 and PCIe 5 which are due reasonably soon. Or the other option is to get a laptop and use that until a better time to buy a desktop comes up. I mean I need a laptop anyway so that might be the best option for now.
 
GPU situation isn't likely to improve until 2022 at the earliest.

If you need a laptop, look at getting that.
If you don't, consider a pre-built.

Alternatively, if you don't mind waiting for some components, you could build fresh but be aware that it might be a struggle to get all of your components in a timeframe you deem reasonable.

Are there no salvageable components in your old computer whatsoever?
