Computer freezing on Asus logo screen - Help if possible

Hi all, I recently posted about this but have had some progression on diagnosing but no fix yet.

So I have an older computer which I'm trying to get working for retro gaming.

The issue is when I switch it on the first page it gives me is rhe Asus logo page that has press del for setup or Tab for bios menu.

The trouble is this page has frozen so I can't press anything or do anything at all other than restart the machine.

A few times it's loaded a few screens on to the black screen where I can press f4 to e ter bios which I have dome but then it freezes on me.

I have tried the following.
Removed all hardware to gradually reintroduce to see if there is 1 piece causing the lockups but it did it with all hardware removed.

I've tried removing and relocating ram sticks

I've tried changing the cmos battery and clearing the RTC

I've changed to a new ssd hard drive

I've changed the CPU

When I removed the CPU I noticed like a greasy substance around its position on the motherboard so I removed the whole board and cleaned it up with cotton buds and isopropyl alcohol. I checked all the transistors, everything looks good and nothing looks burnt out or leaky.. in fact the mobo looks immaculate.

Nothing yet has worked.

Could it be a mobo issue?
could it need a new bios chip?

Rig is as follows

Asus A8N32 - SLI Deluxe Mobo
Athlon 64 FX57 CPU
3 sticks of DDR 1gb each
2x geforce 8800GTS cards running SLI
Fatality Soundblaster sound card
2x seagate barracuda 500gb hdd (1tb total)
Antec Truepower Trio PSU
