Computer freezing

Hi all.

Just fixed as i thought my brothers PC. its got a decent brand 550w i think psu, e8400 at stock with arctic freezer 7 pro on rev 1. 460 1gb card with latest drivers, p5kc mb latest bios.

Got freezing now and again but temps are fine but noticed today that the psu +12v is reporting like 11.389 or somit but earlier when i woke up say half 11 pm i turned pc on and checked the psu +12 and it showed this.

To me thats way too low. Atm its reading 11.040. Its a OCZ ZS Series 550W 80 Plus Bronze Power Supply btw. Just out of warranty as i bought it 9th sep 2012. :(

Is it a dodgy psu or maybe sensor is way off, no multimeter to check either and cant afford one.

Just after been asked to clean his pc from cryptolocker virus then clean pc from full of dust then i broke his cpu by accident so had to buy new cpu and cooler cos i wanted somit new on and new case fans. Seems a bit of a ...... to spend all the money i have and find out it needs a new psu and it hasnt really been very long since i got this psu i think it was only 2012 or somit i got it maybe 2013.

Having issues with windows updates too, i tried to use imgur twice to upload above pic and it froze as soon as i clicked upload.

3rd time i uninstalled this atheros driver i had and got a diff one but even tho imgur upload worked i bet its still gona freeze at some point.

Help please.

To measure voltage, use multimeter, not any kind of software.
I'd rather check NB & SB radiator's temperatures - by hand. Or if you have laser thermometer, you're welcome. Run a PC, do some CPU stress and touch FIRST a radiator on your wall to get rid of ESD, and then touch SB and NB radiators @ motherboard. If they are damn hot, you've got a cause. If this is it = remove both radiators, clean both chipsets and radiators, apply some good thermal paste (Zalman STG-2, or Arctic Silver 5) and put them back.
