Computer laggy after new cpu

Hi.
Today i swapped out an intel i3 4330 i had and put in a new intel g3258 with a new stock cooler.
Windows booted up fine, everything works, windows 10 automatically installed the drivers. But the pc seems laggy. The mouse stutters(?) when i move it around, sites take longer to load, general snappiness is gone. I know the i3 4330 is better but it ain't about that. It seems buggy or something. youtube is laggy too. video is choppy. selects 360p when it always used to select 1080p.
switching tabs also laggy.
I tried downloading drivers from intel page, downloaded them, but still the same.
What should I do now?

gigabyte z87m-d3h bios version f11 (08/12/14)
8gb ddr3 (2x4)
using on board graphics

I changed the cpu so i could use it in my gaming build.
I have used the default cooler, the thermal paste is already applied on the cooler. I am sure it is seated properly. Is there a way i can test it or see if the temps are running fine?

So i should
Reset bios settings
Select xmp profiles again.
Download which drivers? Im confused about this. I thought i dl'd the new drivers? Or was i meant to uninstall others?

Ok. I ran intel cpu diagnostic tool. It failed on the cpu temp part and it says to check thermal paste. I downloaded realtemp and it said my cpu is at 98 celcius

I opened up my case and the stock heatsink was hot.
 
Seems to be running fine for now. Last 30 mins on youtube. Temp is at 35-40. Guess it wasnt fited properly?

The reason i always assumed it was seated properly was because i have installed the same type of heatsinks many many many times and i had never had a problem.
